Council approves rezoning for site

Salem — City council on Nov. 10 voted unanimously to rezone an 8-acre site in the 5200 block of Caplinger Road SE from industrial to multi-family residential.

Craig Clarambeau and Calvin Marshall, who operate Turner-based Calram Development, intend to buy the vacant land along Caplinger from Jack and Lois Thornton. The developers plan to build an apartment complex with 150 dwellings on the site.

Councilors initially rejected the proposal. But at their Oct. 27 meeting, they voted to reopen a public hearing when the developers submitted a revised plan.

Councilor Laura Tesler recently commended the new plan, which offers more open space and a "nature buffer" along the site's property lines.

Cory Poole, the chairman of Southeast Mill Creek Association, a neighborhood group, spoke in favor of the zoning change.
