Paint job stirs up controversy

BANDON — Some people might say Bandon is famous for two things: its picturesque historic lighthouse and a community that never shies from debate.

Right now, the Coquille River Lighthouse is front and center in community discussion. It’s all about paint.

Last year, the building, which is under restoration, was painted a light tan with a red base.

Some people don’t like it, including the town’s mayor and leader of the Bandon Historical Society Museum.

“We, the Historical Society and the mayor, hope we’ll get the lighthouse painted back to a historic and satisfactory color for the people. Get rid of the red paint,” said Judy Knox, the museum’s executive director.

Knox and Mayor Mary Schamehorn, representing the city, have met with Oregon Parks & Recreation Department staff and the Coquille River Lighthouse Keepers Foundation about the issue. Last month, Knox indicated they’d received numerous complaints about the new color scheme.

In reality, the color scheme isn’t new — historically.

Sometime between 1902 and 1928, the Coquille River Lighthouse was a light tan color with a red base.

At other times during that period, the base was black, gray and yellow/ochre, while the upper part of the building probably went through several versions of beige, tan and white. At least that’s what State Parks’ preservation architect, Sue Licht, discovered during research.

Licht has spent considerable effort studying the annual lighthouse work reports. She’s taken samples of multiple layers of paint from the building’s base and had them analyzed. She took samples of the base and tower paint and matched them to create the current tan/red color scheme. She added that she has more sampling of the tower paint to do, and those samples also will be scientifically analyzed.

Knox and Schamehorn, however, aren’t convinced.

Knox, saying she represented the 400 members of the Historical Society, presented an 1896 federal Notice to Mariners indicating that, when constructed, the lighthouse tower and building were white with a stone foundation and a brown roof.

Schamehorn said there’s a lot of concern in the community about the color scheme, adding, “We would accept a stone color for the base — a gray shade.”

But, the debate is certainly no black-and-white issue.

Bandon Chamber of Commerce Director Julie Miller said the majority of comments she’s heard on the lighthouse colors from people stopping at the visitor center in recent months have been favorable.

“It seems to be a bigger deal to local people than to those from outside the area,” she said. “Those who haven’t seen it before think it looks great.”

And from Old Town, Port ‘O’ Call’s Tony Roszkowski said it’s just not a big topic for conversation.

“We haven’t heard much from our customers about the lighthouse colors, especially when compared to the uproar we heard when the cheese factory closed,” he said.

Licht thinks it’s appropriate to let the public know that the exterior coating (paint) colors on the lighthouse changed periodically.

“I’d like to have an interpretive panel showing the building’s different color schemes at different points in time,” she said.

 Licht said the bulk of her information came from official annual reports to the Lighthouse Board, which are available at the National Archives in Washington, D.C. The information also is readily available at the state library or online through the National Archives. All the photos she came across showed the base painted a different color, and they showed different paint schemes.

“The real question is, how do we want to interpret this historically?” Licht said.

State Parks South Coast regional manager Andy LaTomme, who also has entered into the discussion, seemed to suggest that no color is set in stone, especially since the  Bandon lighthouse is no longer signaling to mariners.

“You could narrow the period that you want (to interpret). You could choose on the basis of prettiness, or pick the first or last color used in the significant period, although it could be hard to document.”

The Cape Blanco and Yaquina lighthouses are active lights and, thus, were painted to U.S. Coast Guard specifications.

Licht, who has done preservation architecture for 20 years and previously operated her own architectural firm, is hoping for a cooperative effort with the community.

“We want to share information and work with you,” she said.

But from a historical perspective, Licht said her concern is the factual evidence.

“It’s not about politics or what anyone’s opinion of the colors is.”
Three restoration phases for the lighthouse are planned for the next two summers, with more to come in the following biennium, according to Sue Licht, a preservation architect with Oregon Parks & Recreation.


Summer 2008


* installation of all-new windows and doors in the building;


* construction of a vault-type restroom with an adjoining mechanical/electrical room that is to contain a propane generator, a solar panel and other electrical sources, possibly including a remotely located modern windmill; and


* replacement of a broken exterior granite step and the adjacent metal stair railing;


Summer 2009


* replacement of the current plastic lantern room windows with new glass windows replicating the originals;


* replacement or repair of the metal in the lantern (the entire structure at the top of the tower) and the gallery walkway (the exterior walkway around the lantern);


* installation of a correct vent ball on top of the tower;

* re-creation of three vents in the lantern room to add to the current existing one to bring the number of vents to historical accuracy;


* replication of the astragals (metal pieces that surround the lantern windows and hold them in place);


* replication of a pair of cast-iron doors that allowed access from the lantern room to the gallery walkway;


* replication of a trap door in the floor of the lantern room that is now missing;


* replication of the railing around the gallery walkway to its original state; and


* eradication of lead, per federal guidelines, on all the metal in the tower/lantern room.


Future plans


* replacement of the fog horn, which is completely gone;

* replacement of the interior stairs; and


* interior electrical work.

Hilarious that some folks in this town would complain about efforts to clean something up when most of old town itself looks like it never was painted in the first place! Mayor should clean up town and quit gazing out at the distance.

The Coquille River Lighthouse stands as a reminder of our past practices and as a mark of distinction. It is Bandon's most recognizable human achievement. As lighthouses go, it is a bit short. Painting it to look shorter is an aesthetic and structural blunder. Look at the Britannica photo to get a better idea:

I saw some old pictures of the lighthouse before it was restored and I liked the soild white much better, it looks more modern and natural compared to two toned. Even though it was from that time period white is much better!

The new lighthouse colors match the Chamber of Commerce and the Bandon Historical Society. If Mary and Judy don't like red and white maybe they should get out some paint and take care of their own stuff first. Honestly this whole thing is ridiculous. The mayor and city council ought to spend more time on REAL ISSUES than finding anything they can to gripe about. Be happy that FINALLY the lighthouse is getting work it badly needed!

I WAS JUST IN BANDON LAST WEEKEND. FOR THE FIRST TIME THE LIGHTHOUSE STUCK OUT TO ME AND I THOUGHT IT LOOKED VERY TASTEFUL. I LIKE THE COLOR SCHEME AND THINK IF THIS IS ALL BANDON HAS TO WORRY ABOUT MAYBE THE WORLD SHOULD CONCENTRATE ON REAL STORIES IN THE BAY AREA.

It's a sad state of affairs when the mayor is known more for issues like this, her local theater reviews by way of letters to the editor, and criticizing neighboring city councils by writing letters to their paper's editors directing how their councils should be run, even though she doesn't attend in person, and less for anything she's done as a Mayor. I don't know that Bandon's had anyone less effective as a mayor ever. Please someone tell me what is being accomplished!

I assume that Licht, Shamehorn, and Knox respected each other enough to talk about it beforehand. I think the paint job looks good, however, if restoration is the key, thaen it should by all rights, be done in the original color. I have several early photographs of the Lighthouse, and all references in books appear that it was a light color, as white.

I'm part of a rapidly growing community of artists who appreciate painting and photographing a pristine white lighthouse that reflects the natural colors of the area. The paint to change it has already been donated. Apparently once a poor choice has been made, the state can't take embarrassment and we will loose more tourist money in the meantime.

I vote for the all white scheme. The bi-color combination makes this once lovely structure look squat and more like a fire hydrant than a lighthouse. It's been white for 100 years - why be concerned with which of four or so other colors it might have been in the day? I'm glad the mayor has made an issue of the lighthouse.

Some times when the issues are too tough you need a diversion. If the reason people commit violent crime is too tough you take away handguns. If the reason we are at war is too difficult to explain then just pull out. When your a small town mayor in a town full of folks used to living in a big city you fall back on what you know... My Wife & I live in Bandon & love the new colors! This color combination is pleasing to the eye, photographs better than stark white. The cranberry color matches the Bandon color scheme. Let's leave it alone & get on to more important things. Can't believe there has been a special City Council meeting called to write to the state about this.
There have got to be more important things the city should be concerned with than this.

This is not news. Why don't these people focus the money and attention to something that actually matters instead of scientifically analyzing paint chips. It sounds to me like they must have grown up around too much lead paint.

Oh come one - It sits almost on the beach, gets hit first with whatever weather, in five years it will need to be painted again, paint it the next historical color on the list.
I've got some color blind guys a block from my house who painted his ranch style home a light violet with dark maroon trim.
Where I grew up - since the local industry was specifically tourism, you provided the local version of the planning commission with three of your choices and they looked at the neighborhood and gave you your choice.
Because of that and good planning control, the area looks great.
Looking around Coos County - I see that there aren't a lot of people who paint - much less have a credible color opinion.

I agree that the paint job is ugly. A lighthouse is suppose to stand out and be noticed but with this new tan color... makes the lighthouse look camouflaged against the same color of the beach sand. LOL, the Chameleon Lighthouse. To whomever chose these colors, I vote for bright white.

Perhaps it would be best if Mary stuck to her mayoral duties, instead of constantly getting off track with non-mayoral duties such as this.
